County Organizes SME Transformation and Upgrade Seminar

With the launching of the 2018 “Small Business for Township Revitalization” (SBTR) Project, the Kinmen County Economic Affairs Department (EAD) encouraged local small and medium enterprises (SMEs) to apply actively with proposals. The EAD announced that applications can be accepted from today until April 2nd for first-time applications; case reviews will be completed by the end of April; SMEs are welcome to submit their proposals. Applicants are advised to send their proposals via e-submission. They should go to website SBTR.org.tw and input the basic information about their cases, and upload the electronic compressed file of the cases before April 2nd.

To assist local SMEs to transform and upgrade their businesses, the EAD invited the Small and Medium Enterprise Administration (SMEA) of the Ministry of Economic Affairs (MOEA) to organize the “Kinmen District SBTR” seminar. It was held at the Press Room in the County Hall at 1:50 pm yesterday, attracting enthusiastic participation of many local SME representatives.

The EAD stated that SMEA’s promotion of the “Small Business for Township Revitalization” (SBTR) Project aims to assist SMEs to introduce three main concepts -- circular economy, digital economy and experience economy, into their production processes and innovate their operating models, improve the enterprises’ operational structure and guide them towards a tri-integrated  sustainable business model that combines “production, living, and ecology”, to further bridge with township advantages in “location, production, and human”  resources, facilitating township industrial transformation and creating innovative values to achieve the vision of “township revitalization”.

The EAD pointed out that the SBTR Project will center on businesses which represent the township’s characteristic industries and provide aid resources directly, encouraging local businesses to exert their strength in integration and cross-border cooperation. The proposals submitted by the enterprises according to their capacity and actual development needs are categorized into three types for review. Aid resources are provided once approved. The three types are:

1.     Single enterprise: the applicant must be a SME business that puts forward a development plan with township characteristics. Review of proposal is focused on exemplification and influence. Aid amount is limited to NT$2 million.

2.     Enterprise confederate: a joint proposal by three or more enterprises, of which 60% or more must be SMEs. Review of proposal is focused on the display of team management consensus, localization, and strategic planning of township business. Aid amount is limited to NT$10 million.

3.     Platform management: the proposal is put forward by a management-oriented enterprise in innovative fields to undertake business management in innovative fields. Specific residence methods and regulations are required, and the residence enterprise must be a SME. Aid amount is limited to NT$30 million.

The 2018 SBTR Project initiated by SMEA of the MOEA is based on the “Forward-looking Infrastructure Construction Program – Urban and Rural Projects – Local Industrial Park Development Plan” approved by the Executive Yuan. Under the program, the sub-project of “Promoting the Development of Township Industrial Parks” was initiated to develop industries with township characteristics. Its purpose is to assist SMEs in introducing the three main concepts of circular economy, digital economy and experience economy, into their production processes and innovative operating models, so as to improve the enterprises’ operational structure, and guide domestic SMEs to move toward a tri-integrated sustainable business model that combines “production, living, and ecology”. Furthermore, it facilitates the development of industrial parks with township characteristics and various functions in innovative fields, moving the overall industry towards upgrading and transformation to create industrial values.
